This program allows investors to enter in Portugal without the need for a residence visa.
The Residence Permit for Investment Activity (ARI) scheme allows citizens of third countries to obtain a temporary residence permit for investment activity, without needing a residence visa, to enter the national territory. This is a responsibility of the Agency for Integration, Migration and Asylum - AIMA .
A foreign citizen who carries out an investment activity, personally or through a company incorporated in Portugal or another European Union State and with a permanent establishment in Portugal, may apply for a residence permit for investment purposes, provided they meet the quantitative and time requirements stipulated in the applicable legislation.
The right of residence through investment in the cultural sector implies the transfer of capital in an amount equal to or greater than 250,000 euros, which is applied to investment in or support of artistic production, recovery or maintenance of national cultural heritage, through services of the central and peripheral direct administration, such as public institutes, entities that are part of the public business sector, public foundations, private foundations with public utility status, intermunicipal entities, entities that are part of the local business sector, municipal associative entities and public cultural associations, which pursue attributions in the area of artistic production, recovery or maintenance of national cultural heritage as provided for in "paragraph d) and no. 2 of article 3 of the Foreigners Law" ( Law no. 23/2007, of July 4 ).
The Office for Cultural Strategy, Planning and Evaluation must issue a statement confirming the investment in the cultural sector.
Order No. 2360/2017 approves the regulations for issuing the declaration attesting to the effective transfer of capital for the purposes of residence authorization for investment activity in the cultural sector and establishes the rules applicable to the issuance of this declaration.
Holders of a Residence Permit for Investment may benefit from:
Visa-free entry into Portugal;
The right to live and work in Portugal, with a minimum stay requirement of:7 days during the first year, and14 days in each subsequent two-year period;
Visa-free travel within the Schengen Area;
Family reunification, allowing eligible family members to join the main applicant;
The possibility to apply for permanent residence, under the terms of the Immigration Law;
The opportunity to apply for Portuguese nationality by naturalization, subject to compliance with the requirements established in the Nationality Law.
The ARI program offers a flexible and secure pathway to residency and citizenship in Portugal, combining low physical presence requirements with access to Europe and long-term legal stability.
